These days, a Joe Biden Taliban billboard along Interstate 83 in York County is getting a lot of attention on social media.
The billboard features President Joe Biden in the Taliban military outfit and holding a rocket-propelled launcher. The caption reads “Making the Taliban Great Again!”. The phrase is obviously the ape’s former President Donald Trump’s campaign slogan and rallying cry for his fans, “Make America Great Again!”
Who’s responsible for the Joe Biden Taliban billboard?
The Joe Biden Taliban billboard is run by the advertising company Trone Outdoor Advertising, which offers billboard advertising services in Pennsylvania, Maryland, and Delaware. The Company takes charge of operating and organizing advertisements but it doesn’t take charge of what is contained in the displayed advertisements.
Brian Scott, vice president of Trone Outdoor Advertising said “Listen, we stay in the middle. If people want to call up and put up a billboard like this, as long as there’s not any cuss words or slang for cuss words, you know, we will do it.” He continued “If somebody wants to call up and put a billboard up praising Joe Biden, we will do that as well. But we haven’t gotten any phone calls to do that.”
It said that the Joe Biden Taliban billboard was purchased by former Republican state senator and 2018 gubernatorial candidate Scott Wagner. Brian Scott revealed that Scott Wagner bought 12 of the Joe Biden Taliban billboards across the state.
Scott Wagner served one term as Senator from Pennsylvania, elected in 2014. He represented the 28th district in the state, which is a large part of York County. He resigned in June 2018 to run for Governor as the Republican candidate. However, he was defeated by incumbent Governor Tom Wolf in the race.
Scott Wagner revealed that he saw the photo of President Joe Biden and got it from his friend a few weeks before. The collapse of Afghanistan and the withdrawal of the U.S. troops made America look a fool. He felt so bad and he thought he needed to express his opinion.
After the withdrawal of American troops, a lot of American civilians and Afghans who had worked with Americans were abandoned in Afghanistan. The Taliban took over Afghanistan with minimal opposition from the government. And, Wagner said, a whole generation of Afghans would grow up in a country with the overwhelming fear that the Taliban will continue its oppressive style of governance. A fear especially felt by girls and women who were trampled under the former Taliban rule.
Wagner said that the freedoms ‘young people have experienced since we landed in their country will be taken away now that the Taliban is in control.’
He also said that he has met hundreds of veterans since he was in office in the Pennsylvania State Senate.
‘What do we say to families who lost loved ones in the Middle East – the country these people served and died for left Afghanistan with its tail between its legs,’ Wagner told Fox News. ‘It seems that President Biden was hell bent on rushing out of Afghanistan -his ego and lack on information is going to prove to be very bad for the United States.’
Wagner pointed out the “bigger mess” that the United States left in Afghanistan. These include a large number of vehicles, aircraft, and many weapons, ammunition, and explosives. “I was watching an evening news show one night and saw the Taliban in American personnel carriers,” he added.
He believes that Biden’s poorly planned withdrawal put a tragic and chaotic end in Afghanistan.
Wagner spent about $15,000 on more than a dozen Joe Biden Taliban billboards across Pennsylvania, including along the turnpike and Route 15 and in areas north of Harrisburg. And there is only a double-sided billboard put up near the Emigsville exit, which is in York County.
He hopes that other billboards with the same image can appear in other states. He also says that many people have contacted him and asked for permission to use the image.
Fritzi Schreffler, PennDOT Spokesperson said that “The Department permits such outdoor advertising to private entities through an application process, bound by law and regulation. Specifically, the Outdoor Advertising Control Act of 1971 (Federal Law) and Title 67, PA Code, Chapter 445 (PA Commonwealth Regulation) do not regulate or control billboard advertising content. Generally, advertising content is protected by the First Amendment under the US Constitution. Therefore, if the advertising message is legal per State or Federal laws and regulations, recourse is not warranted. While we understand the message on the Interstate 83 billboard may be unpleasant to some, it is our understanding that the message is legal. As such, the Department has no basis to require this message be changed.”

The billboard has sparked the Internet and attracted passersby. It has drawn both criticism and praise. Those who love and support President Joe Biden assume that it’s crude and disrespectful. Of course, those who don’t like Biden believe it’s great.
Chad Baker, York County Democratic Chairman said that the Joe Biden Taliban billboard was a mockery of a serious situation. He believed that this kind of overheated rhetoric didn’t benefit anyone.
“While we are entitled in this country to freedom of speech,” Chad Baker said, “this billboard continues to fuel the flames of vitriol and hate that has clearly stemmed from the previous administration in the White House and by many of the local state and congressional legislators.”
According to Timothy R. James, the manager of Manchester town, where the Joe Biden Taliban billboard was put up, he didn’t know about the billboard’s existence. He said he’s got very few complaints, at least until now. He assumed that these signs are regular in the current political context.
“I think just the state of where we are right now in the country,” he revealed. “I think it’s certainly sensitive and I think that’s why maybe you see it on social media as much and everything that’s going on in Afghanistan.”
